Northern Gateway

Northern Gateway will be Greater Manchester’s biggest and most significant proposed employment development. It will drive jobs and investment in the northern boroughs, supporting a rebalancing of the city region’s economy.

Set within the Atom Valley Mayoral Development Zone, Northern Gateway is allocated in the Places for Everyone (PfE) joint development plan and is set to create a dynamic and nationally significant employment destination.

Following a period of public consultation, we’re preparing an outline planning application for an early phase of the Northern Gateway employment site. Over the coming weeks we will review all feedback and prepare our plans for submission to Bury and Rochdale Councils.

The proposals for Northern Gateway, JPA 1.1 land allocation (Heywood/Pilsworth) have been out to public consultation, launching on the 20 January 2025.

Thanks to everyone that came down to our two in person events which took place in both Heywood and Bury and saw around 100 people attend. The public consultation has also involved local councillors from Bury and Rochdale and local MPs who have been briefed on the proposals and provided the opportunity to ask questions. An online Q&A event took place to provide an additional opportunity to hear about the plans and submit questions to the Northern Gateway Delivery Vehicle (NGDV) team.

The public consultation on the proposals closed on 17th February 2025.  The team are considering and reviewing the feedback submitted in advance of a planning application to Bury and Rochdale Councils.
