Northern Gateway
Northern Gateway will be one of the most significant employment destinations in Greater Manchester. It will deliver transformational change, driving investment, skills and jobs in the northern boroughs and supporting a rebalancing of the city region’s economy.
Set within Atom Valley – Greater Manchester’s Mayoral Development Zone – it will be a high quality, dynamic and nationally significant employment destination, unlocking far-reaching growth, employment and social value benefits.
Northern Gateway is made up of two allocated development sites, both of which straddle the border between Bury Council and Rochdale Council. One an employment-led destination alongside new homes and the other intended to be residential-led.
This website will be used to consult on a future planning application for the Northern Gateway employment site, which is anticipated in 2025. Ahead of this, Rochdale and Bury Councils will be preparing and consulting on Supplementary Planning Documents (SPD) for the Northern Gateway employment site. A separate website for the residential site will be coming soon.

Latest Updates
Following adoption of the Places for Everyone (PfE) joint development plan in March 2024, Bury and Rochdale Councils have announced that they plan to develop and adopt a Supplementary Planning Document (SPD) for the Northern Gateway employment site.
Working collaboratively, the councils expect to publish a draft SPD for the employment site for consultation in Autumn 2024. For updates on this process, visit the Bury Council website here and Rochdale Council website here.
An Experienced Team
Northern Gateway is being delivered by the Northern Gateway Development Vehicle, a 50/50 joint venture between Russell LDP and Harworth Group. Both businesses are working together, alongside key partners and stakeholders, to bring forward the employment destination.
Both Russell LDP and Harworth Group plc have strong track records in delivering benchmark regeneration and construction projects throughout the region, with experienced Manchester-based teams.
